2.  OUR ORGANISATION

 

The Inner South Community Health Service (ISCHS) is a multi-sited community health agency providing a comprehensive range of health and welfare services to the communities of Prahran, St. Kilda, South Melbourne and Port Melbourne.  Approximately 200 staff work in multi-disciplinary teams to deliver programs and services across five key service locations: SouthPort (in Coventry St, South Melbourne); Inkerman St, St Kilda; Mitford St, St Kilda; Malvern Rd, Prahran.

3.          POSITION DETAILS

 

3.1        Position Context

 

The ISCHS Dental Program provides preventative and restorative dental and oral health care to healthcare card holders with a focus on groups with particular needs. It incorporates the following programs:

 

·         community dental program

·         dental program for homeless youth

·         school dental program

·         pre-school dental program

·         Dental Plus (+), for people with HIV/AIDS

·         Mental Health/Dental Health program, for people with a psychiatric disability, acquired brain injury or intellectual disability

·         Dental Fix, for people with alcohol or drug dependencies.

 

The dental service also provides clients with an integrated service involving other ISCHS programs and services, such as counselling, physiotherapy, nursing, dietetics, mental health services, podiatry and occupational therapy.

 

 

3.2        Position Objectives

 

The position aims to ensure that the standard of patient care is maintained at the highest possible level commensurate with Centre policy and available resources, and encourage positive attitudes towards dental health.


 

3.3               Key Responsibilities

 

·         To provide clinical services according to the needs of the client and within the guidelines of the funding bodies. These include:

 

Ø                   appropriate examination and diagnosis

Ø                   oral hygiene instruction

 Ø                   provision of dentures where appropriate

Ø                   fluoride application

Ø                   fissure sealants

Ø                   conservative periodontal management

Ø                   extraction of teeth and treatment of minor maxillofacial injuries

Ø                   management of dental infections

Ø                   restorative services such as amalgam and composite restorations

Ø                   limited endodontic treatment necessary for optimal functioning of the patient’s dentition

 

·         To provide individual health education on dental care.

·         To adhere to infection control practice as outlined in the ISCHS Infection Control Policy.

·         To maintain radiation safety standards.

·         To act as a resource to other service providers on dental health issues.

·         To maintain accurate client and program records and statistics as required by ISCHS and funding bodies.

·         To supervise dental nurses in the operation of all clinical duties as required.

·         To ensure professional standards of dental staff are maintained

·         To maintain the dental clinic in an orderly manner and ensure adequate supply and maintenance of equipment.

·         To contribute to the development and implementation of the ISHCS dental service, including policy, procedures and facilities.

·         To participate in all clinics provided as part of the ISCHS dental service.

 

 

Professional Development

 

·         To be committed to ongoing professional development, and to keep abreast of developments in dentistry.

·         To attend and contribute to staff development and supervision programs, and to attend relevant courses when appropriate.

·         To participate in peer review.

 

Administrative

 

·         To attend relevant Centre meetings as requested.

·         To accurately fill out time sheets and statistics on a routine basis.

 

General

 

·         To participate in the ongoing planning, evaluation and development of the ISCHS.

·         To adhere to ISCHS policies and procedures.

·         To participate in quality assurance activities as required.

·         To receive appropriate training about the Needle & Syringe Program (NSP) and participate in the NSP as required.

·         Other duties as required.


 

 

4.         KEY SELECTION CRITERIA

 

Mandatory

 

·         Dental Science qualifications allowing registration as a Dentist by the Dental Practice Board of Victoria.

·         Operators Licence to use Irradiating Apparatus

·         Grade/Post Graduate Qualifications

·         Excellent clinical skills, sound understanding of infection control procedures and recent clinical experience, preferably in community based dentistry

·         Compassion for and demonstrated ability to work with disadvantaged members of the community.

·         Ability to maintain a significant client caseload.

·         Demonstrated ability to meet administrative requirements and deadlines.

 

Desirable

 

·         Experience and creativity in the delivery of health education.

·         Ability to adapt to the changing community needs and service direction.

·         Highly developed interpersonal and communication skills.

·         Demonstrated ability to communicate effectively with a wide range of people including community service agencies, community groups and individuals who may have limited resources.

·         Ability to speak a relevant community language other than English.

·         Ability to work as a member of a multi‑disciplinary team.

·         Experience in supervision of dental staff

·         Sound understanding of and commitment to the philosophy of community health.

·         Current driver’s licence.

 

 

5.         CONDITIONS OF EMPLOYMENT

 

Position and Salary:                Dentist, Grade and Year level according to experience, in accordance with Public Sector Dentists’ Agreement.

 

Hours per week:                      Negotiable.

 

Location:                                 The Dental Service operates from the Prahran and South Melbourne Centres.

 

Performance Criteria:              Dentists will be expected to participate in regular performance appraisal. The performance indicators will be negotiated between the incumbent and the Program Manager.

 

Accountability:             To the Board of Management through the Chief Executive Officer.

 

Reporting:                                To the Manager Dental Health Program.

 

Supervision:                            The Program Co-ordinator, Dental Health Program, provides ongoing, regular clinical support and supervision.                  

 

 

Salary Packaging information:

 

·          Salary packaging is a legitimate method of restructuring existing salary into a combination of salary and expense payment benefits in order to provide a higher net remuneration for the employee. 

 

·          This offer applies while Inner South Community Health Service continues to be granted "public benevolent institution" status and enjoys exemption from the provisions of the Fringe Benefits Tax (FBT).  Should our status change salary packaging will no longer be available.

 

·          It is not compulsory for employees to take up the offer to ‘package’ their salary; however the benefits from packaging are considerable. There is a small cost to the employee.

 

 

·          Salary packaging is not available for casual or locum employees.

 

 

Meals Entertainment Information:

·         Meal entertainment is also available at ISCHS.  It is of great benefit to staff as it is a tax free benefit in addition to the $16,050 that you can claim through Salary Packaging.  ISCHS staff are able to claim up to $5000 p.a. worth of FBT exempt meal entertainment expenses on top of their existing packaging.

PLEASE NOTE:  ISCHS has received advice from the ATO that our PBI Status has been revoked as of 30th June, 2008.  Therefore Salary Packaging and Meals Entertainment provisions will no longer be available to staff after this date.  ISCHS, along with other community health organisations are challenging the ruling by the ATO however until we have been successful, staff should be aware that salary packaging and meals entertainment provisions will not be available.
