The Inner South Community Health Service (ISCHS) is a multi-sited community health agency providing a comprehensive range of health and welfare services to the communities of Prahran,  St Kilda, South Melbourne and Port Melbourne.  Approximately 180 staff work in multi-disciplinary teams to deliver programs and services across five key service locations: SouthPort (in Coventry Street, South Melbourne); Inkerman Street, St Kilda; Mitford Street, St Kilda; Malvern Road, Prahran and Little Chapel Street, Prahran

3.             POSITION DETAILS

 

3.1         Position Context

The Information Systems Administrator will have hands on responsibilities and manage a small Information Technology team as well as playing an active role in the implementation of the HealthSmart Client Management Systems Project.  The Systems Administrator will provide data management support to program managers, assess information management systems needs across the organisation and implement new information management systems in collaboration with program managers.

 

3.2         Position Objective

This position will be responsible for the planning and delivery of high quality information management, communications and technology services and will provide high-level strategic advice to the senior management group.  The position will also be responsible for the co-ordination, management and development of client information systems and reporting requirements of the ISCHS, including participation on the HealthSmart steering committee.

 

3.3         Key Responsibilities

  1. Administrative Management
    • Implement three year IT Strategic Plan with ongoing responsibility for the review, development and implementation of plans for Information Management Systems and Technology across the organisation.
    • Develop and manage auditing and quality assurance processes to ensure ISCHS IT infrastructure and information management operations are effective and cost efficient.
    • Implement processes that ensure IT systems documentation is accurate and up to date.
    • Ensure risk management strategies and business continuity plans are in place and periodically tested to be adequate.
    • Ensure efficient processes are developed and implemented for information management within ISCHS.
    • Ensure technical requirements specified in internal standards such as ISCHS Standard Operating Environment and the Department of Human Services’ standards for HealthSmart implementation are met.

 

 

 

  1. Information and Technology Management

·         Recruit and support staff within the IT Department.

·         Ensure staff  have current Performance Plans.

·         Ensure the IT Department provides a high level of Helpdesk support, which includes software and hardware support and training for staff.

·         Oversee maintenance of IT infrastructure within the organization.

·         Undertake planning and design of IT infrastructure to meet current and future corporate and service delivery information management needs.

·         Provide strategic advice to senior management regarding information and technology management across the organization.

·         Ensure budgets and other performance targets are met.

 

  1. Health Information Management

·         Ensure that the health information systems of the ISCHS adhere to best practice standards.

·         Provide high level advice to management on the organisation’s information management systems requirements.

·         Oversee and co-ordinate the data management systems of the ISCHS, including SWITCH.

·         Provide statistical reports to the CEO, Department of Human Services, and Board of Management within required timeframes.

·         Provide support to the CEO in the preparation of the DHS Service Agreement.

·         Provide statistical reports to managers and staff within required timeframes, and custom reports as requested by staff to support submissions, projects, evaluations, etc.

·         Monitor the accuracy of all client data entry, including direct data entry of direct care workers, using a variety of data validation methods.

·         Provide SWITCH training to all relevant new staff; provide refresher training to staff on a regular basis; be available as a resource for staff re data collection issues.

·         Co-ordinate archiving of all records of the ISCHS: client, financial, human resources.

·         Organise and deliver training for direct care staff on the maintenance of medical records as per quality standards and ISCHS Policy and Procedures.

·         Participate in the induction process for new staff.

·         Participate on the HealthSmart Steering Committee to facilitate the implementation of the DHS Patient and Client Management System.

·         Participate on other relevant committees and working groups as required.

·         Facilitate research and auditing projects and routinely perform audits on the client record system.

·         Review and analyse existing relevant policies and develop viable recommendations and solutions to complex issues.

 

  1. Other duties relevant to the management of information and technology requirements within the organization.

 

  

Professional Development

·         To attend and contribute to staff development and supervision programs, and to attend relevant courses and mandatory in-house training when appropriate.

·         To participate in peer review/practice review.

 

Administrative

·         To attend all relevant Centre meetings.

·         To accurately complete timesheets and statistics on a routine basis.

 

General

·         To participate in the ongoing planning, evaluation and development of the Service Support and Development Program.

·         To adhere to ISCHS policies and procedures.

·         To participate in quality assurance activities as required.

·         To receive appropriate training about the Needle & Syringe Program (NSP) and participate in the NSP as required.

·         Other duties as required by the Manager of the Program.

 

3.4         Reporting Relationships

·         The Information Manager reports directly to the Manager, Service Support and Development Program.

 

4.             KEY SELECTION CRITERIA

MANDATORY

 

Qualifications:

  • Relevant qualification or significant experience in Information Management, Information Technology or data management.

 

Skills/Capabilities:

  • Demonstrated ability and experience in managing both IT systems and health information systems, including the ability to provide leadership to staff, provide strategic and business advice to management, and analyse data.
  • Technical understanding of ICT architecture and of end-user support needs of client management and financial systems within a health and/or welfare organization.
  • Experience in managing projects that involve substantial change in complex environments.
  • Knowledge of the challenges, issues and trends in public health information management, including the HealthSmart initiative.
  • Experience managing information services like websites and intranets.
  • Highly developed computing skills, including knowledge and use of database and statistical packages.

  • High level communication and interpersonal skills, including an ability to work effectively across programs within a complex operational environment.
  • Credibility with colleagues locally and nationally.
  • Possession of an extensive network of contacts in information management field.

DESIRABLE

·         Proficiency in a community language.

·         Experience in working in the community health area.

·         Experience with Excel, Access and Crystal Reports applications.

·         Knowledge of SWITCH client information management system.

This position is subject to a probationary period of three months, in accordance with ISCHS Recruitment Policy.

From time to time the incumbent may be requested to work from or be based at other ISCHS centres.

 

 

 

Salary Packaging Information:

·         Salary packaging is a legitimate method of restructuring existing salary into a combination of salary and expense payment benefits in order to provide a higher net remuneration for the employee.

·         Meal entertainment is also available at ISCHS.  It is of great benefit to staff as it is a tax-free benefit in addition to the $16,050 that you can claim through Salary Packaging.  ISCHS staff are able to claim up to $5,000 p.a. worth of FBT exempt meal entertainment expenses on top of their existing packaging. 

·         This offer applies while Inner South Community Health Service continues to be granted "public benevolent institution" status and enjoys exemption from the provisions of the Fringe Benefits Tax (FBT).  Should our status change salary packaging and meal entertainment will no longer be available.

·         It is not compulsory for employees to take up the offer to ‘package’ their salary; however the benefits from packaging are considerable. There is a small cost to the employee.

·         Salary packaging and meal entertainment are not available for casual or locum employees.

PLEASE NOTE:  There is potential that Community Health may loose its current PBI Status, which will affect Salary Packaging and Meals Entertainment benefits.  Community Health Agencies are responding to this potential loss as a sector and are hopeful that we will be able to maintain our Salary Packaging and Meals Entertainment Entitlements.
